What is the FSDN? What is its significance?
From 2025, the EU Farm Accountancy Data Network (FADN) has been transformed into the Farm Sustainability Data Network (FSDN).
The Farm Sustainability Data Network (FSDN) is an EU survey aimed at collecting data from farms on annual basis and closely follows the FADN, which for 60 years has been the only and unique source of microeconomic data collected annually from a sample of around 80 000 farms, representing 3.7 million farms and 90% of the agricultural production in the European Union. The FSDN, which is a continuation of the FADN, will allow both a detailed assessment of the production and economic situation of farms, as well as provide the necessary environmental and social data to monitor the level of sustainability of European Union agriculture and to address the challenges facing European Union agriculture.
The FSDN, like the FADN, will play a key role in the creation, monitoring and evaluation of the Common Agricultural Policy. At the same time, it will provide the data necessary for the analysis and development of the agricultural sectors in the Member States and the European Union as a whole in the economic, social and environmental terms.
The implementation of the FSDN opens up new possibilities for a broader analysis of the farm sustainability performance. We should also emphasize the importance of the FSDN in terms of developing methods of data collection based on already existing databases, e.g. public administration (interoperability of databases) and contributing to the development of a benchmarking system, i.e. the comparison of a particular farm’s performance with that of other farms.
What is the legal basis governing the FSDN?
Regulation (EU) 2023/2674 of the European Parliament and of the Council of 22 November 2023 amending Council Regulation (EC) No. 1217/2009 as regards the transformation of the Farm Accountancy Data Network into the Farm Sustainability Data Network (FSDN Basic Act) contains, among other things, a list of topics that are the basis for the definition of the variables to be collected in the FSDN and included in the framework of the implementing act.
Commission Implementing Regulation (EU) 2024/2746 of 25 October 2024 repealing the current Regulation (EU) 2015/220 contains, inter alia, a detailed definition of the variables, rules for the selection of holdings into the system, details on the farm return.
What data will be collected within the FSDN?
The scope of data collected so far within the FADN concerns production and economic issues (e.g. crop area, number of animals, value of assets, value of production, value of costs). From 2025, this range of data will be supplemented with environmental and social variables. Therefore, as part of the FSDN, from 2025 onwards, data will be collected on, among others farm management in terms of farming practices, natural fertilisers, water, energy, market integration. And in the subsequent years this will also include data on the use of plant protection products in the context of calculating the amount of active substance, as well as data on the use of antimicrobials.
What rules apply within the FSDN?
Participation in the FSDN system, as in the FADN, is voluntary, and data collected within the system cannot be used for any purpose other than for the analyzing of farm performance. The system applies strict data protection rules to prevent misuse or disclosure of personal data.
How important is database integration?
The premise of the FSDN is to simplify data collection by integrating databases according to the doctrine of “collect data once and use it many times”. This is intended to foster a reduced administrative burden for farmers and data collectors and the integration of data between existing systems/databases.
Who implements the FSDN in Poland?
The Institute of Agricultural and Food Economics – National Research Institute will continue to act as the Liaison Agency responsible for the FSDN task in Poland. However, data from farms will be collected through provincial agricultural advisory centers.
What will the sample of farms participating in the Polish FSDN look like?
The change in the structure of farms in Poland in recent years has resulted in an increase in the economic size threshold for the field of observation from 4 000 to 8 000 euro of SO, and thus in a reduction of the Polish FSDN survey sample to 9 000 farms (from the 12 100 farms applicable to the Polish FADN).
